Company

Academy of Learning (Ontario franchise locations)

Private career college whose Ontario schools operate as franchises. Four of its Ontario locations were told on May 1, 2026 that they would lose OSAP eligibility as of Aug. 1, 2026; three of them (Bay Street in Toronto, Brampton East, and its North York branch campus), which share a parent company, are challenging that decision in court. The schools deny most of the ministry's allegations, and none have been proven in court.

Beneficiary

$219M+ OSAP grants to students at 3 locations, 2024-25

About 14,800 students at three Academy of Learning franchise locations received more than $219 million in OSAP grants in 2024-25, per CP freedom-of-information data; Bay Street alone went from 996 OSAP students in 2021-22 to 7,435 in 2024-25. Ministry inspection reports filed in court allege evidence that third parties were completing coursework. The schools deny most of the allegations, say they have added controls such as two-factor authentication, and none of the allegations have been proven in court (CTV/CP; CBC/CP).
