In August 2026 the government engaged KPMG as an independent third-party auditor "to assess the broader integrity of OSAP applications at private postsecondary institutions." On October 6, 2026 the minister said that while the work is ongoing, "preliminary findings have identified serious concerns," including common ownership, the involvement of immigration services firms, inadequate student validation and "unusually high concentrations of OSAP applications submitted from the same geographic locations." The government then notified the Auditor General, referred the matter to the OPP and paused all OSAP payments tied to private postsecondary institutions (Ontario Newsroom; The Canadian Press; The Trillium). The contract value has not been disclosed.
