Clark: landlords would need a qualified person's report to evict for renovations
“When a tenant is required to vacate a unit to allow for renovations, landlords would be required to provide a report from a qualified person stating that the unit must be vacant to allow renovations to take place.”

Bill 97 passed in June 2023, but its tenant changes were left unproclaimed for three years, and the qualified-person report requirement Clark described was still not in force as of October 2026.
Clark announced the measures on April 5, 2023, and Bill 97 received Royal Assent on June 8, 2023. None of its Residential Tenancies Act amendments took effect in 2023. Order in Council 617/2026, made April 16, 2026, brought some of them into force: air-conditioning rights, doubled maximum fines and other changes on July 1, 2026. The right-of-first-refusal notice duties and longer filing window for renovicted tenants followed on September 21, 2026. The requirement that a renoviction notice come with a qualified person's report (Schedule 7, s. 2) and the related Board provision (s. 7) were still awaiting proclamation in e-Laws as of October 5, 2026.
