On Oct. 16, 2019, the province agreed that Toronto would keep ownership of the existing subway, abandoning the upload.

The 2018 PC platform proposed uploading responsibility for building and maintaining new and existing subway lines to the province, and in August 2018 Ford said his government would deliver on its pledge to create a regional transportation system, after first consulting Toronto. On Oct. 16, 2019, the province and the City of Toronto announced a deal under which the existing subway stays city/TTC-owned, while the province owns and pays the city's share of new projects such as the Ontario Line and Scarborough extension. Transportation Minister Caroline Mulroney called the upload "a means to an end". The February 2020 preliminary agreement states the existing subway remains the responsibility, and under the ownership, of the City and the TTC.
