Received SDF grants from rounds one through five, including roughly $5 million combined from rounds four and five. Per The Trillium's analysis, its CEO, Michael Gallardo, gave over $15,000 to PC Party causes from 2015 to 2024. According to Ministry of Labour records disclosed through freedom of information and reported by The Trillium (Sept. 17, 2026), it was among recipients of third-round SDF grants that had not submitted reports before receiving subsequent funding. The records do not explain why. The labour minister's office says the ministry checked in on recipients in other ways and that some eventually delivered their results; spokesperson Michel Figueredo said every agreement includes "mandatory activity reports, strict financial controls, including third-party audits." No wrongdoing is alleged against the recipient.
