Nolan Quinn is Ontario's Minister of Colleges, Universities, Research Excellence and Security under Premier Doug Ford. In February 2026, he announced the second wave of OSAP restructuring — slashing maximum grants from 85% to 25% of student packages and converting 75% of aid to loans. On May 7, 2026, he ordered the dismissal of Conestoga College's entire board of governors and appointed Linda Franklin as administrator — the first such college board dismissal in Ontario history — following an audit that found "egregious financial decisions" including an illegal executive severance payment.

Conestoga College's board approved a 55% salary hike for its president — pushing his pay to $636,000 — then handed him a $3 million exit package that was more than twice the legal limit. A provincial audit found a pattern of lavish spending including a $23,000 Italy trip for executives; on May 7, 2026, Ontario fired the entire board and appointed an administrator — the first time this has ever happened to an Ontario college.
As minister, Quinn ordered the dismissal of Conestoga's board and appointed the administrator, expanding ministerial control over college governance. The intervention — while responding to genuine mismanagement — also gives the province unprecedented direct operational authority over a college that had become financially vulnerable partly due to the government's own post-secondary policy failures.
