OLG Ends Mohegan's Niagara Casino Exclusivity

The Ontario Lottery and Gaming Corporation gave up a contractual arrangement that had guaranteed MGE Niagara Entertainment Inc. exclusive rights to run casinos in the Niagara gaming bundle, and the price the public paid for that has not been made public. Both Casino.org and Covers reported explicitly that no payment amounts were disclosed. MGE keeps what it already has — it continues to operate Fallsview Casino Resort and Casino Niagara — while OLG opens a procurement later in 2026 for additional operators (CP24 / Canadian Press).

The deal is the enabling step for the Ford government's "Destination Niagara" plan, announced in December 2025, which the province says targets an additional $3 billion in annual GDP and 25 million annual visitors, and which bundles the casino expansion with infrastructure spending including twinning the QEW Garden City Skyway and $10 million for expansion of the Niagara District Airport (Casino.org). Those are provincial projections, not audited outcomes, and they were published alongside the announcement rather than independently verified.

The announcement was fronted by Doug Downey, who holds the tourism, culture and gaming portfolio on an interim basis, together with OLG President and CEO Duncan Hannay and Minister of Transportation Prabmeet Sarkaria (Casino.org). Downey holds the file on an interim basis because Stan Cho resigned in the July 2026 MPP hotel expenses scandal — meaning a gaming expansion the province projects at $3 billion in additional annual GDP is being signed off by a minister filling a vacancy created by a spending controversy.

The parties who stand to gain have said so. Niagara Casinos president Richard Taylor welcomed the deal (Covers). What has not been published is what the province gave up, or received, to get MGE to release a right it held under contract.

The immediate consequence is a competitive procurement: OLG will invite additional casino operators into the Niagara bundle later in 2026, in a market that has had a single exclusive operator (CP24 / Canadian Press). Who bids, on what terms, and what the province commits to in return will not be visible until that process runs.

Because the consideration for surrendering exclusivity is undisclosed, the public has no basis on which to judge whether the province paid a fair price or received one. That figure is the single number needed to evaluate the deal, and it is the number the announcement omitted (Casino.org; Covers).

Not everything in the Destination Niagara package has local support. NDP MPP Wayne Gates reported community resistance to one component of the plan, a second observation wheel (CP24 / Canadian Press). The casino expansion and the tourism infrastructure are being advanced as one program, which means components with local opposition travel alongside components with none.

The net effect is that Ontario is expanding provincially sanctioned casino capacity in Niagara while the operator that gave up its exclusivity keeps both existing properties, Fallsview Casino Resort and Casino Niagara (CP24 / Canadian Press). No legal action has been filed over the deal.

As of August 30, 2026 the consideration remains undisclosed and no Auditor General review has been announced. The Auditor General's news page shows nothing on OLG or Niagara; the most recent AG releases are the four Special Reports of May 12, 2026.

The enabling announcement is "Ontario Building Destination Niagara" (Ontario Newsroom release 1006861, Premier's Office, December 15, 2025 — an earlier version of this page dated it to December 1 as a first-of-month approximation). It was announced by Doug Ford with then-minister Stan Cho. Its five pillars include "World-Class Gaming… explore options to potentially expand the market to multiple world-class casinos," and it targets 25 million annual visitors and an additional $3 billion in GDP per year — provincial projections, not audited outcomes.

On the component with local opposition: Niagara Falls Mayor Jim Diodati told CBC in July 2026 that the observation wheel Wayne Gates has reported resistance to is "a dead issue."
